Position Description

USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team ZemiTek, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

 

The TPQ Senior Veterinary Advisor supports the Office of Technical and Program Quality (TPQ) in USAID’s Bureau for Humanitarian Assistance (USAID/BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and complex emergencies. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.

 

TPQ requires a Senior Veterinary Advisor to meet its objectives of providing sound technical support to the global livestock humanitarian assistance portfolio. The TPQ Senior Veterinary Advisor’s day-to-day work assignments and oversight are provided by the Agriculture Team Lead, with formal supervisory and evaluation functions performed by a ZemiTek contract supervisor. The Senior Veterinary Advisor will be part of TPQ’s Food Security and Livelihoods Division on the Agriculture Team, which includes experts in livestock, veterinary pharmaceuticals, pesticides, fisheries and aquaculture, crop agriculture, and seed systems.

Location: Remote (Must be based in US)
Work Schedule: Full-time
Starting Salary Range:  Full salary range for this position is: $140,000.00 - $165,00.00 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance Required: Ability to obtain and maintain a Secret-level Clearance (US citizenship is required)

Travel: Must be willing to travel internationally and to Washington, DC several times a year.


Responsibilities

  • Providing guidance to USAID and BHA staff in Washington, DC, and field offices for livestock interventions during a disaster response. Following outbreaks of zoonotic diseases, providing BHA staff with assessments and recommendations for response in both the livestock and health sectors.
  • Mapping a strategic plan for livestock interventions for USAID/BHA.
  • Working with the BHA Pharmacist to elaborate a compendium for treating livestock in disaster environments and streamlining the approval process for purchase of veterinary commodities and pharmaceuticals by non-governmental organization (NGO) partners. This may involve travel for certification of international pharmaceutical and veterinary commodity wholesalers.
  • Supporting the formulation of, and accurately conveying the technical and policy positions of USAID/BHA relating to livestock through interactions with NGO partners, other donor agencies, the international humanitarian community, and other USAID staff working in the livestock or animal health sectors; attending meetings and other events as appropriate.
  • Serving as a leader and mentor of other livestock and agricultural staff within BHA/TPQ.
  • Reviewing and commenting on proposals submitted by NGO and United Nations partners for humanitarian response and disaster risk reduction in the livestock sector and human health sector in response to zoonotic disease outbreaks.
  • Developing programmatic strategies and guidance related to humanitarian programming in the livestock sector in collaboration with USAID/Washington and regional field office staff.
  • Analyzing emergency outbreaks of livestock and zoonotic diseases as they occur and developing and/or providing guidance to BHA on program priorities and technical recommendations for managing the diseases and mitigating economic impact on vulnerable populations.
  • Participating in assessment teams, Disaster Assistance Response Teams, and Response Management Teams as appropriate.
  • Communicating with appropriate bureaus within USAID regarding disaster responses activities addressing livestock or zoonotic diseases, to ensure coordination of activities.
  • Support as needed with ‘One-Health’ efforts both at the BHA and USAID levels.
  • Providing “in-service” brownbag presentations to USAID and BHA staff on current livestock-related topics.
  • Serving as a disciplinary advisor in the capacity of livestock-related advocacy at technical meetings.
  • Producing appropriate technical guidance for USAID BHA such as one page livestock disease information sheets for BHA use to guide program decision making and activities on a variety of common diseases in target areas.
  • Working with BHA partners to increase knowledge and understanding of best practices in the livestock sector for the humanitarian community.
  • Keeping abreast of literature and latest developments in the fields of livestock diseases, One-Health, emergency livestock interventions and treatments in disaster situations.
  • Deepening knowledge of animal health sector, zoonotic disease management and the livelihood aspects of humanitarian livestock activities.
  • Participating in interagency and intra-agency working groups and professional meetings in humanitarian assistance.
  • International and domestic travel.
  • Other duties as assigned.

Qualifications

  • Minimum of a Masters degree and seven (7+) years of livestock expert experience in designing, implementing, and evaluating agriculture, veterinary and livestock, and animal health sector programs in developing countries;
  • Five (5+) years’ experience based in an international or resource-challenged setting.
  • Veterinary degree with active license.
  • Extensive experience with international livestock systems (from both a veterinary and a livelihoods perspective).

Preferred Qualifications and Requirements 

  • Mastery of current issues in international environmental health programs.
  • World class level knowledge of guiding concepts of emergency livestock interventions in developing countries and ability to represent the humanitarian perspective.
  • Fully developed independent judgment, ingenuity, and originality to interpret strategy, to analyze, develop and present work results, and to monitor and evaluate the implementation of programs.
  • Performs under general administrative direction, with wide latitude for the exercise of independent judgment.
  • Demonstrated flexibility and openness in responding to changing work priorities and environments.
  • Strong written and oral communications skills, including the ability to write technical documents and give state-of-the-art presentations to colleagues in and outside of USAID.
  • Strong interpersonal skills and experience working independently and as a member of a team.
  • Proficiency in the use of Google packages.
  • Ability to travel internationally.

  • Possess excellent oral and written communication skills;
  • Have strong working knowledge of Microsoft Office and Google Suite;

  • Be flexible and adaptable to changing circumstances; and
  • Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
  • Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment. 

Working Conditions and Physical Requirements: 

Fully U.S.-based remote position with the ability to travel to BHA offices in Washington, DC a few times a year for team meetings.

Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).
